Issueing Dealers and Lapidary Licence For 2010

The National Gem and Jewellery Authority (NGJA), Sri Lanka is calling for applications to issue dealers and lapidary licenses for 2010.

The following should be taken into consideration when applying for Dealers and lapidary licences for 2010:

1) Licenses will be issued according to the value of the maximum stock expected to be maintained during the year 2010.

i) Branch establishment of the same company should obtain separate licenses .

ii) For sole proprietor, partnership companies or companies should forward the photocopy and original of the business registration certificates issued by the registrar of companies/ Provincial registration of business names.

iii)A photocopy of the previous years license should also be submitted along with the application.

iv) If the licence is to be issued in the name of an applicant. He should produce his National Id card and photocopy.

v) Application for renewal of license should be submitted before 31.12.2009.

Late application fees are as follows:

01.01.2010 to 31.01.2010 – 10 %
01.02.2010 to 30.06.2010 – 20%
01.07.2010 to 31.12.2010 – 30%

vi) If the license is to be issued in the name of a company, the seal of the company should be placed on the application.

vii) Two passport size photographs should also be forwarded with the application.   The color cards that will be issued will display the photograph of the holder according to the stock value. Payment for color cards wille be Rs:350/-+VAT+NBT. The payment for color cards should be made together with the license fee for dealers.

2) Amending licence for lapidaries and gem dealers:

i) For changes such as change of business premises and increase of stock, an additional fee of Rs.200/- + VAT +NBT will be charged for the issue of a new license.

ii)The National Gem and Jewellery Authority should be informed as  soon as possible,  in writing if a licensee has ceased its business operations. Failure to do so will result in the need for settlement of arrears of license fees in the event of issuing a new license.

iii) For change of business premises, the original amended business certificate and a photocopy of the same should be sent along with the application.The original will be returned after being examined.

II Lapidary Licenses
Units 1-10 – Rs.500/-
Each Unit Over 10 per Rs.100

III License for Diamond Cutting
Machines 1 – 50 Rs. 7000/=
51 – 100 Rs. 9500/=
Over 100 Rs. 11000/=

License fees for diamond cutters who have been registered as subcontractors are as follows.

Machines 1 – 5 Rs. 700/=
6 – 10 Rs. 1400/=
11 – 20 Rs. 2750/=
21 – 30 Rs. 4100/=
31 – 50 Rs. 5500/=
Over 50 Rs. 6900/=

IV In addition to above license fees, a levy will be imposed as follows

VAT 12%
NBT 3%
Govt. approved stamp fees 10% of the license fees. (a maximum of Rs.1000/-)

Payment could be made by Cash/Money Order/Postal Order or cheques drawn in favor of The National Gem and Jewellery Authority. However, where payments are made by cheques, Licenses will be issued only after such cheques being realized.
